
- OBJECT OF THE GAME -
The object of the game of powersoccoer is
to maneuver the ball over the goal line of
the opposing team while preventing your opponent
from doing the same .A game shall be decided
by the scoring of the greater number of goals
during the playing time.

-RULE 1 PLAYING AREA -
1.1 DIMENSIONS
a) The game shall be played on a standard
basketball court .
b) The minimum dimension for tournament play
shall be no less than 50 feet in length and
30 feet in width .
1.2 GOAL ZONE
a) Goal posts ( Pylons taped sccurely on
the floor ) are placed 25 feet apart on the
endline of the
court .
b) A rectangular area is taped extending
12 feet out onto the court from the goalpost
. Only 2 player from each side in addition
to the goal keeper are allowed inside this
zone .
1.3 PENALTY SPOT
A suitable mark shall be midway between the
goal posts 12 feet from the endline .
1.4 BOUNDARY LINES
The playing court shall be marked by lines
with a minimum width of 2.5 inches .
1.5 CENTER CIRCLE
The center circle shall be marked in the
center of the court and shall have a radius
of 1.8 metres ( or 70.97 inches ) measured
to the outer edge of the circumference .
1.6 TEAM BENCH AREA
1.6.1
Team benches shall be marked as follows :
a) outside the court on the same side as
the scorekeeper's table .
b) each area shall be limited by a line extending
from the end line , at least 6 feet in length
, and by another line at least 6 feet in
length , drawn 15 feet from the center line
perpendicular to the side line .
1.6.2
During the game , the only persons allowed
on the bench are the players and substitutes
, as well as coaches . they are not allowed
on the court unless broken by the referee
.
- RULE 2 PLAYING EQUIPMENT -
2.1 THE BALL
The ball should have a minimum diameter of
15 inches and maximum diameter of 36 inches
. It should have a durable cover such as
leather or vinyl and should be properly inflated
to prevent wheelchairs from riding over .
2.2 WHEELCHAIRS
All players must be in four-wheeled electric
wheelchairs : three or four wheeled motor
scooters or similar equipment are not allowed
.
2.3 BUMPERS
The bumpers should be made of a hard substance
. The maximum distance between the floor
and the bottom of the bumper should be no
more than 6 inches to prevent it from riding
over the ball .
The bumper should be at least 12 inches high
. It should not have an angle for the ball
to be hit upwards .
2.4 UNIFORMS
The uniforms of each team's players shall
consist of :
1) shirts of same color .
2) each player shall be numbered on the front
of the shirt with plain numbers of solid
color contrasting with color of the shirt
.
3) the goalkeeper shall wear an insignia
to distinguish from the other players ( arm
band or a hat ) .
- RULE 3 PLAYERS AND SUBSTITUTES -
3.1
Players must be at least 5 of age and must
have agequate control of their wheelchairs
. The referee has the authority to stop a
player wiyh out proper control from participating
in a game .
3.2
Each team shall consist of not more than
8 players . The names and numbers of each
team's players shall be submitted by the
coach to the referee 10 minutes before each
game .
3.3
A game shall be played by two teams , each
consisting of four players on the court ,
one of whom shall be the goalkeeper . Any
of the players can change places with the
goalkeeper , provided that the referee is
informed before the change is made , and
provided that the change is made during a
stoppage in play .
3.4
The goalkeeper must stay inside the goal
zone and is the only one who can back up
inside the goal zone . However , if the goalkeeper
changes into an opponent , a major penalty
shall reslt . In the event of a four occuring
within 10 feet of the goalline , the goalkeeper
is allowed to stay on the goalline even though
he/she is within 10 feet of the ball . Goalkeeper
can go the 1/2 court line but is allowed
to back up only in the goal zone .
3.5
SUBSTITUTIONS
3.5.1
When a player is to be replaced by a substitute
, the following conditions shall be observed
:
a) The referee shall be informed of the proposed
substitution before it is made :
b) The substitute shall not enter the court
until the player he/she is replacing has
left , and until the referee has beckoned
for him/her to enter the court ; otherwise
, a major penalty shall be charged against
the substitute .
c) The substitution is completed when the
substitute enters the court , from which
moment he becomes a player and the player
whom he replaced ceases to be a player .
d) Substitutions can only be made during
a stoppage in play .
e) A team shall not make more than 8 substitutions
during a game .
3.5.2
When a penalty kick ia awarded , no substitution
shall be allowed before the kick is taken
. One of the players on the court must take
the kick against the goalkeeper at the time
the penalty kick is awarded .
- RULE 4 COACHES -
Before a game start , coaches must submit
a list of players to the referee . During
the game , coaches must stay on their team
bench area unless beckoned by the referee
. They can make request for timeouts and
substitutions . They shall be penalized for
unsportsmanlike conduct for inappropriates
behavior like verbally abusing the officials
or other players on the court .
- RULE 5 OFFICIALS -
5.1
REFEREE and LINESMAN .
a) One referee and two linesman shall be
appointed to each game . The referee will
have final authority to make decision on
any point not specifically covered by the
rules .
b) Responsibilities of the referee shall
be :
1) to award all goals .
2) to call infraction and impose penalties
.
3) to make final decision on all out-of-bounds
plays .
4) to allow substitution of players .
5) to signal time-keeper to start and stop
time .
c) Responsibilities of the linesman shall
be :
1) to indicate to the referee which team
is responsible for the ball going out of
bounds .
2) to indicate to the referee when there
are more players than allowed inside the
goal zone .
3) to assist referee in pre-game inspections
.
5.2
TIMEKEEPER
Responsibilities of timekeeper shall be :
1) to keep track of playing time and time
stoppages .
2) to keep track of time during a charged
time-out .
3) to indicate the expiration of each half
.
4) to keep track of the alternate side changes
for tie ball .
5.3
SCOREKEEPER
Responsibilities of scorekeeper shall be
:
1) to keep a record of the names and numbers
of the players and substitutes .
2) to keep a chronological order of the goals
scored .
3) to record warnings , yellow cards and
red cards issued to players .
4) to record time-outs charged to each team
.
- RULE 6 DURATION OF GAME -
6.1
The duration of the game shall be two equal
periods of 25 minutes straight time , unless
otherwise mutually agreed upon .
6.2
Time shall be extended to permit a penalty
kick being taken at or after expirationof
the period if the penalty kick is awarded
prior to the expiration of the period .
6.3
At half time , the interval shall not exceed
10minutes .
6.4
At tournament not using a round-robin format
, if the score is tied at the end of regulation
, 10 minutes sudden death overtime periods
shall be played . If the score is still tied
at the end of two overtime periods , a shoot-out
shall determine thre game .
- RULE 7 TIMEOUTS -
Time will be stopped for the following :
1) Each team is allowed two 2-minutes time-outs
per half . Time outs can only be called by
the captain or coach of the team which has
clear possession of the ball , or after a
goal was awarded . Time-outs are forfeited
at the end of each half .
2) When a teams equipment breaks down during
play , the referee shall allow play to continue
if players safety is not jeopardized . When
there is a break in play , the referee will
call a time-out to have the equipment repaired
. If repair takes more than two minutes ,
the referee can demaned a substitution be
made .
3) The referee can call a time-out when play
has to be stopped to ensure player's safety
( e.g. when a player is in danger of flipping
over or when wheelchair parts fell on the
court in close poximity of play .)
- RULE 8 START OF GAME -
8.1
10 minutes before a game , the coach of each
team should submit to the referee the names
and numbers of the team's players ( maximum
of 8 ) who are to play the game . These constitule
the players and substitutes for the game
. A captain has to be designated as well
.
8.2
The referee , with assistance of linesmen
shall :
1) inspect all wheelchairs to make sure that
there are no sharp areas and nothing is dangling
from the wheelchairs .
2) inspect players'bumpers to make sure that
they fall within the specifications defined
in the rules .
3) inspect the ball to make sure that it
is properly inflated .
4) inspect the court especially making sure
the pylons are attached securely on the floor
.
5) inspect players to make sure that they
are wearing proper uniform and that they
are securely strapped in .
6) check with the time-keeper to make sure
that the clock is in working order .
8.3
The game CAN NOT begin if one of the teams
is not on the court with four players ready
to play .
GAME LOST BY FORFEIT - A team shall lose
the game by forfeit if :
a) it refused to play after being instructed
by the referee .
b) by its actions it prevents the game from
being played .
c) 15 minutes after the scheduled starting
time , the team is not present or is not
able to field 4 players .
PENALTY - The game is awarded to the opponents
and the score shall be 3 - 0 .
8.4
GAME LOST BY DEFAULT - A team shall lose
by default , if during the game , the number
of players of that team on the court is less
than two .
PENALTY - If the team to which the game is
awarded is ahead , the score at the time
of the stoppage stands . If the team which
the game is awarded is not ahead , the score
shall be such that the winning team shall
have 1 more goal than the default team .
- RULE 9 THE START OF PLAY -
9.1
KICK OFF .
9.1.1
At the start of the game , the referee shall
beckon the captains of the two teams to the
center circle to conduct a coin toss . The
team winning the toss can decide to have
first possession of the ball at cither the
first or second half . The team losing the
toss can decide which side of the court to
start the game . Teams change sides after
half time .
9.1.2
Each team's players may position themselves
anywhere on there side of the court outside
the center circle .
9.1.3
When the referee blows the whistle , players
on the team having possession of the ball
may enter the center circle and hit the ball
to start play . The player may not contact
the ball again until the ball has contacted
another player . (9.4.2)
9.1.4
Players on the team not having possession
of the ball shall not enter the center circle
and the other side of the court until the
ball has been hit . Otherwise , the kick-off
will be taken again .
9.2
BALL MOVEMENT
9.2.1
The ball has to moved by the wheelchairs
; it cannot be moved by contat of the player's
body ( e.g. hand or foot ) unless it is by
accident . Intentionally maneuvering the
ball with any part iof the player's body
is a violation . (10.3)
9.2.2
The ball cannot be contacted while it is
bouncing ; players have to wait until the
ball stops bouncing before the ball can be
maneuvered .
9.2.3
The ball is in play if it stays within be
boundary of the court . The lines ( sidelines
, endlines and goal lines ) are part of the
court .
9.2.4
The ball becomes dead when :
a) any goal is legally made .
b) an official's whistle sounds when the
ball is in play .
c) the buzzer sounds to signify the end of
a half .
9.3
OUT-OF-BOUNDS
9.3.1
The ball is out-of bounds when 50% of the
ball is over the sideline or endline . The
referee shall blow the whistle to cause the
ball to become dead and indicate which team
is to take the hit-in .
9.3.2
The ball is caused to go out-of-bounds by
the last player who touched it or be touched
by it before it goes out-of-bounds, even
if the ball goes out-of-bourds by touching
something other than a player.
9.3.3
A players wheelchair can go out-of-bounds
to save the ball as long as it is not to
gain an advantage.
9.3.4
No player, with the exception of the goalkeeper,
may go over the goalline. Any player doing
so shall incur a major penalty. (10.5c)
9.4
HIT-IN
9.4.1
The ball is placed on the sideline at the
point where it left the court. The player
from the team not responsible for putting
the ball out-of-bounds shall hit the ball
onto court. Players from the opposing team
shall remain not less than 10 feet away from
the all Until it has been hit.
9.4.2
The player hitting the ball back into play
shall not play the ball a second time until
it has been touched by another player. Otherwise,
the referee shall blow the whistle to stop
play and a hit-in is awarded to the opposing
team.
9.4.3
When the ball goes over the endline last
touched by an offensive player, the ball
shall be placed on the edge of the goal zone
nearest the spot where the ball became dead.
The defensive team resumes play with a hit-in.
9.4.4
When the ball goes over the endline last
touched by a defensive player, the ball shall
be placed on the edge of the goal zone nearest
the spot where the ball became dead. The
defensive team resumes play with a hit-in.
9.5
TIE BALL
9.5,l
When the official is in doubt as to who touched
the ball last before it went out-of-bounds
or when the bail goes out-of-bounds and it
was simultaneously touched by two opponents.
9.5.2
Play resumes with alternate possession change.
9.6
DEAD BALL
9.6.1
The referee shall blow the whistle to stop
play when :
(a) the ball is held immobile for more than
3 seconds between 2 or more players.
(b) the ball is held off the floor for more
than 3 seconds.
(c) a player hits the ball when it is in
the air.
(d) the ball bursts or becomes deflated suddenly.
9.6.2
Play resumes with alternate possession change.
9.7
GOAL
9.7.1
A goal is made when the ball passed over
the goal line between the goal posts.
9.7.2
the referee shall signal a goal by blowing
the whistle to stop play and pointing toward
the center circle.
9.7.3
After a goal has been scored, the game shall
be restarted by a kick-off by the team conceding
the goal. (9.1.3)
- RULE 10 FOULS AND PENALTIES -
10.1
Foul - an infraction of the rules that has
been committed by a player or a coach. When
a violation is committed, the referee shall
blow the whistle causin the ball to become
dead. The ball is then awarded to the opponent.
10.2
Advantage - If a team commit a minor foul
and the opposing team has possession and
has clear advantage, the referee shall ignore
the foul and allow play to continue.
10.3 MINOR FOULS
(a) holding : unlike blocking, holding involves
physically restricting the movement of an
opponent's wheelchair.
(b) clipping : contacting an opponent's wheelchair
on the side.
(c) redirecting : changing the direction
of an opponent's wheelchair, either by pushing
directly against it or by pushing the ball
against the opponent 's wheelchair.
(d) backing up : when a player's wheelchair
travels backwards in a straight line with
all four wheels rotating backwards.
(e) 10 feet violation : when any player moves
within the 10 foot zone during an opponents
hit-in. (9.4. 1)
(f) hand ball : when any player intentionally
maneuvers the ball with hand or foot.
(g) goal zone violation : when a team has
more players than allowed inside the goal
zone.
10.4
MINOR FOUL PENALTY
FREE KICK - The ball shall be laced where
the infraction occurred. Players on the penalized
team must stay 10 feet away from the ball.
The referee shall blow the whistle and the
team fouled upon shall resume play in the
same way as HIT-lN. (9.4)
10.5
MAJOR FOULS
(a) charging : ramming the wheelchair into
another player who has position on the court.
(b) goal tending : any player with any one
wheel of the wheelchair over the goal line.
(c) illegal substitution: player entering
the court without the referee's permission.
(d) unsportsmanlike conduct : constant delaying
tactic, violent conduct, foul language or
constant arguing and abuse from anyone on
the court deliberate disrespect to the spirit
of the game and fair play.
10.6
MAJOR FOUL PENALTY
10.6.l
Free kick is awarded to the opposing team
if any major foul is committed outside of
the goal zone. (10.4)
10.6.2
Penalty kick is awarded to the opposing team
if an major foul is committed inside the
goal zone. (10.7)
10.6.3
The first time a player commits a major foul,
the referee shall issue a warning and a penalty
kick. The second time that player commits
a major foul, the referee shall issue that
player a yellow card. When that player commits
the third major foul in a game, the referee
shall issue a red card and that player shall
be ordered off the court and shall refrain
from participating further in the game including
any overtime and shoot out.
10.7
PENALTY KICK
10.7.1
The ball is placed on the penalty spot. The
goalkeeper has to be stationary on the goal
line until the ball has been hit. All players
except the player taking the penalty shot
must remain not less than 10 feet away from
the ball. When the referee blows the whistle,
the player taking the shot must direct the
ball forward and shall not hit the ball a
second time. A goal may be made from a penalty
shot. If a goal is not made, the defensive
team shall resume play with the ball placed
on the edge of the goal zone closest to the
spot where the ball became dead.
10.7.2
When the penalty kick is awarded prior to
the buzzer indicating the end of the half
or the game, the kick shall be taken even
though time has expired.
