テーマ

• グローバル化の進展が、経済格差を拡大するのか、あるいは是正するのか、という問題意識が、世界的な広がりを見せている。例えば、昨年度の『通商白書2002』においても、グローバル化による世界各国の経済格差の拡大と収束というテーマを、「収束クラブ」への加入と退出という概念で分析していた。National Bureau of Economic Research(NBER)も、2001年5月に Globalization in Historical Perspectiveというコンファレンスを開催し、その中で、“Globalization and Convergence”や、“Does Globalization Make the World More Unequal?” といった報告に注目が集まった(全く同じタイトルで、IMFも2002年8月にセミナーを開催している)。また、Foreign Affairs誌上でも、2002年1月/2月号等で、グローバル化と貧富の格差を巡って論争が展開された。日本国際経済学会でも、2002年の第61回全国大会の共通論題において、同様のテーマでの報告*が行われ、出席者から大きな関心が寄せられた。

• 本年度の大学院演習のもう一つのテーマは、The Procyclicality of the New Basel Capital Accordである。これは、2006年に実施予定の新BIS規制＝通称Basel�U(ミクロ的規制)が、マクロの景気循環に対して、中立的ないしはanti-cyclicalか、pro-cyclicalかという問題で、BISなどでは大きく取り上げられているものである。このテーマは、対象がBIS規制だけにとどまらない。かつてのオーソドックスなケインズ政策では、景気循環に対して必ずanti-cyclical(反循環的)なスタンスをとってきた。それがいつ頃からか、マクロ経済政策も含めて、pro-cyclical(順循環的)なものになってきた。昨年の「スティグリッツvs. IMF論争」も、景気が悪化しているのにコンディショナリティーを課すというpro-cyclicalな政策に対する是非を問うものと位置づけてもよいかもしれない。日本の失われた10年も、この文脈でとらえることが可能で、言うまでもなく小泉政権の構造改革というスローガンも、pro-cyclicalな政策に属す。いわゆるグローバル・デフレも、中国を含めた新興諸国の市場参入も大きな原因だろうが、先進国で主流となったミクロのサプライ・サイド重視のpro-cyclical policiesも一因ではないかと考えられる。BIS規制とかIMFコンディショナリティーというミクロ的には正しいかもしれない政策を、マクロ的には正しいはずのanti-cyclicalな政策とどのように調和させるかが、さしあたり私が関心を持っているテーマの一つである。 ではないかと考えられる。BIS規制とかIMFコンディショナリティーというミクロ的には正しいかもしれない政策を、マクロ的には正しいはずのanti-cyclicalな政策とどのように調和させるかが、さしあたり私が関心を持っているテーマの一つである。
