An-70 This virtual AirBase "Area Eighth" imagined as a organization of International rescue and relief.

Transportation squadron is positioned of the core of this mission. Required specification of cargo plane is; STOL, correspond to unpaved runway, correspond to poor airport establishments.

"Transportation" sounds as plain work, but in Berlin blockade incident (1948/06-1949/05), For 2 million Berliner, approximately 4000t materials per day had transportated by many Douglas C-54(Payload;8t). That operation not only support civil life, but also protect to happen cruel war.

Lockheed Martin C-130 is still most conventional cargo, but slow and short range. Because it was planned as tactic class cargo transportation.
Newest Stragetic class Boeing C-17 could transport 72t material for 4,630km range with 800km/h speed. C-130 could transport about 15t/4,630km/500km/h speed. There is 7.7times efficiency difference between C-17 and C-130. In other words, four C-17 value two dozen of C-130 at some situations.

I estimate this squadron cuold transport 400 thousand peoples/day of food/water/medicine/miscellaneous at one flight. They also could bring ambulance, hospital car, fire engine, helicopters and other vehicles for the requirement.

WB Water Bomber Tuned CL-415EX 1 squadron 8 airplanes

"Area 8" have no bomber except water-bombers. It is suitable for forest fire or large town fire. Where located near waters or sea, CL-415 could pump up 6 tons water at only 12 second at flying the surface of the water. Then spread waters for burning area. It could use as chemical extinguisher, so suitable for chemical industries complex.
CL-415 is a flying boat, so suitable for sea rescue and lifesaving. Its maximum cruise speed is 325km/h, slower as today's airplane, but much faster than helicopter.
Sukhoi(Beriev) Be-200 TurboFan flying boat also have water bomber type model.

It could lift 30 passengers and 1 steward/stewardess with 600km range. Or in case cargo,EH-101 has 6 tons of Payload. It is one of most excellent big-size helicoptor, in the beginning of 21th century. EH-101 has many variations for militaly/naval use. Illustrated ASW model could attach four torpedo and fourty sonobuoy. Of cource it could use for rescue.

EC-145 When any big disaster occurs,usually helicoptors could work one of most active part of rescue. Also, at every case helicoptor numbers are insufficiency and not systematizationed.
Since EH-101 is excellent but expensive ($30M-40M?), so it is effective to get smaller helicoptors. I selected Kawasaki BK-117FBW (or advanced variation Eurocoptor EC-145 ). It costs $5M-6M. It attached fly-by-wire system, GPS, AVR. One of typical technologies prepaired to comfortable and more safety flight.

hfb When any large scale disaster happens, usually roads and/or bridges had damaged. Then many rescue vehicles could not execute their mission. But for many (or almost all) domestic rescues could not prepair enough amount of helicopters or heliport for such a disaster.

Helicopter Boats accommodate and maintain VC-22 and EH101. No catapult or arresting wire attached for Area 8 specifications. They are Rescue Mother Ships. They could bring many rescue cars, fire engines, hospital cars, power shovel, bulldozers and any type of vehicles required. "VC-8" could carry these vehecles directry on the spot. (Area 8 have no tank or self]propelled gun.) They have the function of data-link center and the headquarters of Disaster Relief. They have 1000 to 1500 passenger's temporary cabin, hospitals. I think these type ships are much more effective for rescue or relief than battle.

Il-103 5 airplanes

Usually, militaly specked trainer airplane are too expensive than civil use lightplanes. So I thought used Cessna lightplanes are suitable for this airbase, But I found Il-103, which costs only $250,000, 1/10 of usual trainer. It have enough accessory to learn flight, and attached quite good footwork like acrobat airplane. It could turn 8 second 85m radius at 240km/h, bear +6/-3G. Though it have not newest avionics, it has quite attractive cost and basic functions.

This Airbase/Force acquirement costs less than one nuclear powered aircraft carrier and its shipplanes.
This Airbase/Force acquirement costs less than one year national defense expenditure of Japan.

It is not impossible to make "Area 8" at effective points on the earth. I think 21th century "Force" is such a real "Force" to save and protect human lives.
