The government has been providing official development assistance for the past 50 years. Yet while Japan has become one of the world's largest donors as a result of its economic development, recently the government has had to curtail the ODA budget due to fiscal constraints.

In contrast, the United States and European nations are increasing their ODA budgets to boost international security. Japan's shift in the opposition direction, which goes against the trend, has reached a turning point.

Stressing the importance of ODA, Foreign Minister Nobutaka Machimura said Sunday at a town meeting in Tokyo: "Assistance to developing nations contributes to Japan's national security and prosperity. It's in the national interest."

政府は過去50年間にわたって政府開発援助を提供してきた。日本は経済発展の結果として世界で最大の寄贈国になったが、最近では財政難のため政府開発援助の予算を削減せざるを得ない状況になっている。

　それとは対照的に欧米諸国は国際的な安全確保に貢献すべく政府開発援助の予算を増加させている。日本が予算を削減するという風潮に反した方針変更はここに来て転機を迎えた。

　町村信孝外務大臣は日曜日に東京で開かれたタウンミーティングにて、「発展途上国への支援は、国際社会での日本の安全確保と繁栄につながる。これは国家の利益だ。」と政府開発援助の重要性を力説した。

　政府は過去50年にわたり、ODA（政府開発援助）を供給してきた。日本は経済発展の結果として、世界最大の提供国となっているにもかかわらず、最近では政府はODA予算を財政圧迫のために切り詰めてきている。

　それとは対照的に、アメリカやヨーロッパ諸国は国際保障を推進するためにODA予算を増やしている。日本のそのような各国の動向に反する反対方向への移行は転換を迫られている。

　ODAの重要性の強調で、町村信孝外務大臣は東京のタウンミーティングで日曜日に述べた。「発展途上国への援助は、日本の国家安全保障や繁栄に寄与している。その援助は国民の利益になるからである。」
