The issue of U.S. military reorganization in Japan was also a key subject of the Japan-U.S. summit in Santiago. Here, too, Mr. Koizumi did not necessarily exercise his leadership. Given fierce opposition by residents around likely relocation sites, his power of persuasion is put to the test.

The Japan-U.S. alliance itself would be tested if in its second term the Bush administration were to pursue military rationality at the expense of Japanese interests. In this sense, the departure of U.S. Secretary of State Colin Powell, who has been widely applauded for his moderate approach to international affairs, is to be regretted. And so, too, is the resignation of Deputy Secretary of State Richard Armitage, a leading "Japanophile."

The Japan-U.S. alliance must develop in a sound direction, regardless of the lineup of the new Bush administration, or any U.S. administration for that matter. The bottom line is that Japan's security efforts, bilateral or multilateral, must continue to be guided by the principles of peace laid out in the Constitution and the U.N. Charter.

　日本国内のアメリカ軍再編問題は、またサンティアゴの日米首脳会談の重要な主題であった。小泉首相は必ずしも統率力を発揮していなかった。基地移転候補地のあたりの居住者らによる激しい反発では、小泉首相の説得力が試される。日本の国益を犠牲にして２期目のブッシュ政権が軍再配置の合理性を追いつづけるとしたら日米同盟自体が試されるだろう。この意味において、国際情勢に対して穏やかな取り組みが広く称讃されてきたコリン・パウエル国務長官の離脱は残念である。そしてまた、非常な親日家であるリチャード・アーミテージ米国務副長官の辞任も同様に残念である。

　新しいブッシュ政権の顔ぶれもしくはいかなるアメリカ政権にかかわらず、軍事問題に関しては、日米同盟は健全な方向へ発展しなければならない。要は、日本の安全保障への努力というのは、相互的もしくは多角的に、憲法や国連憲章で定められている平和原則というのに沿って、継続しなければならない。

ここでも小泉首相は必ずしも指導力を発揮しなかった。新転地となる見込みのある周辺の居住者による激しい抵抗を受ける中で、首相の説得力が試される。もし第２次ブッシュ政権が、日本の国益を犠牲にしてまで軍事力の合理性を追求するようならば、日米同盟自体が試されるだろう。このような意味で、国際情勢への穏健な取り組みが広く受け入れられたパウエル国務長官の辞任が惜しまれる。また日本びいきのアーミテージ国務副長官も同様である。

　日米同盟は健全な方向に発展していかねばならないし、さらに言うと新ブッシュ政権やどんなアメリカの政権であろうとその体制に関係ない。両国間、あるいは多国間における日本の安全保障戦略の基盤は、憲法や国連憲章によって設けられた平和主義の下継続して導かれねばならない。
