Good afternoon, Ladies and Gentlemen!
I am Prof. Ishikawa of Kagawa University, Japan, serving as Co-Chairman of this Symposium APSSRA95, the Asian-Pacific Symposium of Structural Reliability and Its Applications, with Prof. Robert E. Melchers of the University of Newcastle, Australia. I feel highly honored to have this opportunity to state to you this opening address for the Symposium. First of all, on behalf of the Symposium Organization, I would like to welcome all of you to Tokyo, Japan, and to this Symposium.
As you may be well aware, the importance and usefulness of probabilistic approaches in the field of structural safety and reliability have been widely recognized. To name only a few, in 1993, the 6-th ICOSSAR, which is the abbreviation of the International Conference on Structural Safety and Reliability, was sucessfully held in Innsbruck, under the chairmanship of Prof. Gelhart I. Schueller of University of Innsbruck, Austria. And now the 7-th ICOSSAR (this is called ICOSSAR'97) is under preparation, under the strong leadership of Prof. Naruhito Shiraishi of Kyoto University, with its venue and date being Kyoto, in November, 1997. Further, Japanese researchers and engineers in this field are now organizing the 3-rd Japan Conference on Structural Safety and Reliability, which is simply abbreviated to JCOSSAR'95, to be held immediately following this Symposium, also here in Tokyo at the very near location from here, under the chairmanship of Prof. Koich Takanashi of University of Tokyo, and under the auspices of Japan Science Council.
Taking advantage of this opportunity, this APSSRA95 is formed in order to provide intensive and sophisticated forums, for researchers and engineers in neighboring Asian-Pacific Rim countries, for the exchange of information and discussion of recent developments in, and innovative applications of, concepts of structural safety and reliability that pertain to this region. What I would like to emphasize here is that the APSSRA95 Symposium aims not only to activate academic and practical activities in this field in the Asian-Pacific Rim region, but also to enhance the IASSAR, the International Association for Structural Safety and Reliability which was established as the organizing Institution of ICOSSAR Conference, to enhance this IASSAR activities in this region in general and broaden the consistency base for the coming ICOSSAR'97 as well as JCOSSAR'95 in particular.
In this connection, I would like to express my greatest appreciation to Prof. Takanashi as Chairman of the JCOSSAR'95, and to IASSAR Executive Board members, especially Prof. Shiraishi currently serving as Chairman of the Board, Prof. Masanobu Shinozuka of University of Southern California, the permanent, I dare say, the permanent Executive Vice-President of the Board, and Prof. Alfredo H-S. Ang of University of California, Irvine, and Prof. Schueller, both the former Chairman of the Board, for their kind advices, assistance as well as encouragements in every aspect of the preparation of this Symposium.
In order to accomplish the aforementioned objectives successfully, we have formed two committees in the Symposium Organization. One is the International Scientific Committee chaired by again Prof. Takanashi, and the other the Origanizing Committee chaired by Prof. Jun Kanda of University of Tokyo. The Symposium Organization has many functions to perform. In particular, accomplishment of international academic exchanges among a variety of countries where all the perticipants are from is one of the most important functions, and this is what the Scientific Committee is mainly in charge. In this respect, Prof. Takanashi has done wonderful jobs with two Vice-Chairmen, Prof. Shigeru Nakagiri of University of Tokyo, and Prof. Bruce R. Ellingwood of the Jhons Hopkins University. They have performed very difficult and painstaking work to select papers for possible presentation and to invite distingushed guests as keynote lecturers to meet the Symposium requirements. As you can see in the program, we are going to have three keynote lectures. The first keynote lecture entitled "Practical Applications of Reliability Methods in Ship Industry" is to be made by well-known Dr. Henrik O. Madsen of Det Norske Veritas. The second keynote lecture is entitled "Future Direction after the Great Hanshin Earthquake" which is to be made by worldwide famous Prof. Masanobu Shinozuka of Southern California University to which he recently moved from Princeton University. Indeed, I am quite for sure that if you don't know his name, that means you are not really majoring in the field of structural safety and reliability. The title of the third keynote lecture is "Lessons from Recent Natural Disasters for the Insurance Industry" to be made by famous Dr. Anselm Smolka of Munich Reinsurance Co., Germany. Taking this opportunity, I would like to express my deepest thankfulness to these distinguished lecturers, and I believe with no doubt that we us all will be deeply impressed by their interesting, advanced and valuable lectures.
We have also organized three Workshops under the topics of inevitable necessity and interest that pertain to Asian-Pacific Rim region. As you can see again in the program, those are:
I would like to thank to all the coordinators and guest speakers in these valuable workshops, which will be concurrently held as parallel. I sincerely hope all of you participate in one of the workshop of your choice, activate discussions and, if possible, lead to inevitable conclusions of crucial importance to the best of your ability.
Well, with no doubt, the Organizing Committee is in charge of successful preparation and operation of the Symposium. It has an important function of planning and putting into practice, smoothly and successfully, every event which you can see in the program such as Reception to be performed this evening at the restaurant of this Sanjo Conference Hall, Izakaya Party in an informal manner with typical Japanese food and drinks to be carried out on the evening of November 14, and Technical Tour to Yokohama Landmark Tower, the highest building in Japan on the morning of November 15. Family programs are, of course, to be carried out upon your request for accompanying persons. I hope you may enjoy these events. I should mention that the Chairman Prof. Jun Kanda and his party have performed, and still are performing, excellent jobs for this purpose. Indeed, without his great effort, we cannot enjoy this much success of the Symposium. Thank you very much Prof. Kanda. At this point, I would like to express my great appreciation to the sponsors who are kind enough to support us not only mentally but also financially in order for us to enjoy this successful atmosphere. The number of the sponsors is limited and their locations are localized mainly to Takamatsu, Kagawa, where I am in. This is because it is not our intention that this Symposium may not be an obstacle for the successful preparation of ICOSSAR'97 under Prof. Shiraishi's chairmanship. Once again, I should emphasize that our intention is nothing but to broaden the ICOSSAR activities. Of all others, I am very much indebted to Messrs. Osamu Maruyama and Syozo Akazawa, Co-Chairmen of the Kagawa Committee for Economic Development, for their kind encouragements and financial support. I am sorry not to have enough time to name all the sponsors here because of time limitation.
As I stated before, the JCOSSAR'95 is to be held immediately following this APSSRA95. Although APSSRA95 is organized separately from the JCOSSAR'95, the co-operation between these two conferences is closely maintained to maximize the benefit of the both activities. In this respect, it seems most appropriate at this point for me to briefly introduce you the rough scheme of the JCOSSAR'95.
The JCOSSAR Symposium was first established in 1987 under the auspices of Japan Science Council in order to account for the increase in the importance and interest in the field of structural safety and reliability, as a result of great efforts by the late Profs. Emeritus Ichiro Konishi and Akira Nishimura, and Prof. Heki Shibata of University of Tokyo and myself. I see Prof. Shibata sitting over there. Thank you very much, Prof. Shibata, for your great effort in establishing the JCOSSAR. While internationally the ICOSSAR Conference is to be held every four years, we decided to hold the JCOSSAR also every four years starting from sometime near the midpoint inbetween ICOSSAR's. Then, we can participate every two years either in ICOSSAR or in JCOSSAR. Therefore the second JCOSSAR was held in 1991 and this time the third JCOSSAR, which is to be held for the period of November 15 thru 17, three days term, under Prof. Takanashi's chairmanship.
In the JCOSSAR'95, there are three keynote lectures, once in a day, to be made by the distingushed guest speakers. The first one is entitled "Probability-based LRFD: Improvements in Current Design Practice" by Prof. Bruce R. Ellingwood of the Jhons Hopkins University. He states in the paper that the trend worldwide toward the use of probability-based limit states design (PBLSD) as a basis for structural enginnering is now well-established. PBLSD or load and resistance factor design (LRFD) requires structural engineers to: (1) identify appropriate limit states of building performance; (2) provide a framework for the quantitative analysis of uncertainty; (3) establish appropriate target reliability measures; and (4) develop load and strength requirements for practical design so that the social objectives of the code are met. Using the framework provided by probability theory for analyzing uncertainties in structural loads and strength represents a significant departure from past engineering practice. The rational treatment of uncertainty using probability theory and statistical inference minimizes the likelihood of costly overdesign. At the same time, potentially dangeraous situations not dealt with properly in traditional allowable stress design format can be avoided.
The second keynote lecture is to be made by Prof. Robert E. Melchers, my partner Co-Chairman of this APSSRA95. The title is "Application of Structural Reliability Theory to Practical Risk Analysis Problems", which sounds very attractive. He states in the paper that conventional probabilistic risk analysis as performed in the nuclear, chemical and process industries has been the subject of much discussion and debate largely because of the issue of the meaning of the outcome(s) and how it might be related to societal and individual acceptance criteria, given that such criteria can actually be formulated. It is unlikely that this issue will ever be solved. Nevertheless, and despite the theoretical and philosophical problems, the estimation of risks and associated consequences is increasingly being required by regulatory authorities. In principle and in a practical sense it is possible to integrate the ideas of structural reliability analysis and probabilistic risk analysis. There has been some discussion in the literature how this might be done, usually, it seems, without complete understanding of the issues underlying the two approaches to risk estimation. He will review the essential difference and says that in a practical sense it is probably a little easier to integrate the two approaches and will give us some examples of recent applications and conclusions of crucial importance.
The last keynote lecture is to be made by Prof. Ryozo Tatehira of the University of Electro-Communications, Japan, entitled "Current Probabilistic Weather Forecast in Japan". His lecture deals with probabilistic forecasts for various weather elements such as precipitation, wind or temperature, prepared by the Japan Meteorological Agency, utilizing the output of numerical wather prediction. He says that at present, only the probabilistic forecast of precipitation is issued to the public. The probabilistic forecast has great advantage in deciding whether or not to take protective action to adverse weather. In the decision-making on the basis of probabilistic forecast, the Cost/Loss model is considered applicable to a wider class of situation. He will emphasize that the cost and the required time for the protective action to complete need to be surveyed in advance, in order to utilize effectively the probabilistic forecast.
I believe that each aforementioned keynote lecture is undoubtedly of crucial interest and valuable for us. I hope each of you will take this chance to attend the JCOSSAR'95 and enjoy the lectures free of charge unless you don't buy conference proceedings.
As for the technical presentations, I will briefly show you the statistics classified by each topic on this transparency (Table 1). The total number of possible presentations is 106, which are to be made in 36 sessions. From this we can see that safety and its costs becomes quite an interesting topic. Theoretical studies on safety and reliability are still a central topic as ever. This time, due to sudden occurrence of the Great Hanshin Earthquake in Japan in January, 1995, accidents/disaster and earthquake-related topics have drawn much attention. This is rather detailed classification based on session allocation. Therefore, I will give you more simplified statistics on the presentations in JCOSSAR'95 on the next transparency (Table 2). As you can see, the most interesting theme here is something related to reliability theory (19 papers), then fatigue reliability and earthquake engineering follows (13 papers). Systems reliability (9 papers), probabilistic fracture mechanics (7 papers) and ground engineering (7 papers) are also themes of interest. Presentations concerning with load combination, bridges and aircraft and space structures respectively have 6 papers. These presentations will be made concurrently in three parallel sessions. I believe you may obtain many new findings and techniques in dealing with safety and reliability problems.
Well, Ladies and gentlemen, I think I have almost spent out allocated time for me. On this last moment, I'd like to state that this Symposium APSSRA95 will help further advance the state of science and practice of structural reliability in the safety assurance and design of structures. Finally, Prof. Melchers and I, as Co-Chairmen of the Symposium, would like to extend our greatest gratitude to all of you for your participation and good cooperation in making this Symposium very successful. Thank you very much once again and we hope your stay here, in Tokyo, Japan, is very enjoyable.

I am Professor Ishikawa of Kagawa University and serving as Chairman of Kagawa Steering Committee. This committee has been formed in compliance with Dr. Ikegami's requirement as well as based upon the local ardent wish to hold an international conference here in Takamatsu.
In close cooperation with the Steering Committee chaired by Professor Kamiya of University of Tokyo, the Kagawa Steering Committee has the important function of planning and putting into practice smooth and successfully such events which you can see on the program as Technical Tour and Get-Together Party, both already carried out yesterday, this banquet now going on, excursion to be taken place tomorrow evening and three family programs. I hope you may realize that these events will be nice and satisfactory to you, and in fact, as you are well aware, everything so far is going quite beautifully.
At this point I would like to express my greatest gratitude to the local sponsors who are kind enough to support us not only mentally but also financially in order for us to enjoy this successful atmosphere. Further, I, as Chairman of the Kagawa Steering Committee, would like to extend my greatest gratitude to many people behind the curtain, among whom I am most indebted to Professor Okamoto of Kagawa University for his hard work as Secretary of the Committee. I am sure you have already noticed the excellent preparation at this Conference hall with beautiful potted plants which are really one of indications of Kagawa's traditional culture. Of course, I am most indebted to all of you, too, for your participation and good cooperation in making this Conference very successful. Thank you very much once again and I hope your stay here, in Takamatsu, Kagawa is very enjoyable.
We have three more days for the Conference. We are very sorry to have kept you so close to this conference hall. However, there is one exception of tommorow evening. All of you are cordially invited to join a very pleasant excursion to Yoshima Island, located in the midst of the Inland Sea with a number of beautiful small islands as in the Mediterranean Sea, via the Seto-Ohashi Bridge which is one of the world's greatest suspension bridges that, if not exactly one of the seven wonders of the world, is certainly one of the seven wonders of Japan. Through this excursion, you may refresh yourself and go further and further along the way of the scientific truth on semiconductor lasers for the rest of the Conference.
I sincerely hope we will meet together at the next Conference to be held probably in the United States.

You may call this as Kagawa Steering Committee, which has been formed in compliance with Professors Thoft-Christensen and Murotsu's requirement as well as local ardent wish to hold an international conference here in Takamatsu, Kagawa.
The Kagawa Steering Committee has many functions to perform. In particular, accomplishment of international accademic as well as cultural exchanges between participants and their accompanying persons and local people is one of the important functions of the Committee. In this respect, we have already performed and some of you were attending, as a pre-conference event, the Science and Technology Forum entitled "Safety and Reliability Technologies in the Twenty-first Century" where we invited four worldwide famous Dr. and Professors, namely, Dr. Jiro Kondo, President of Japan Science Council, Professor Alfredo H-S. Ang of University of California, Irvine, USA, Professor Masanobu Shinozuka of Princeton University also in USA, and Professor Palle Thoft-Christensen of University of Aalborg, Denmark. Taking this opportunity, I would like to express my deepest thankfulness to these lecturers. Thank you very much, Professors Ang and Thoft-Christensen for comming all the way to Takamatsu, Japan.

I am sure you have already impressed the excellent facilities in this Conference Site which are really helpful to us all. However, I would like you to keep in your mind that this is the center for general education and training of the members of the company and is not the one operated on commercial basis. Therefore, there are some regulations and rules to follow in this Center, which are written in the booklet given to you at the registration desk and I am going to introduce some of them.
This is the map of the 4th floor. You are here now in Room 404. This is the Conference Room. Next to this room, we have Room 403, which is reserved for you to take a rest or make free discussions. You may have cups of coffee there on a self-service basis. However, please be careful not to sink the carpet on the floor. The reception desk and conference secretariat office are in Room 47 and Room 46 is used as a utility room, whereas Rooms 45 is open to speakers for preparation of their presentation. The VIP Room is used for the conference organizers. Copy machines are available in Room 46, but I am sorry to tell you that you need to pay ¥10 a copy. There is a public telephone booth on the lobby on each floor.
This is the map of the 1st Floor of the Conference Site. Here is the registration desk where you registered, and this is the Main Hall where the Cocktail Party is to be performed this evening.
For meals we use the dining room, here on the 1st floor. Lunch is served free of charge for every registered participant during the conference. Please show your nameplate to the official in the dining room, since you are identified as a registered participant by your nameplate. Unfortunately, however, breakfast and supper are not included in the registration fee. Nevertheless, if you are the person staying at this Center, you won't be charged for them during your stay, for they are included in the charges for your accomodations already paid by you at the registration desk. Comfirmation of this is made also by means of your nameplate. In this respect, you should put your nameplate on your breast while you are in the Center. Please make sure that having meals in your room is prohibited from a viewpoint of health control.
As for other social events, the Japanese Culture Night and Conference Dinner will take place on Thursday, March 25, at Oku-Goyashiki "PRESTAGE". All the registered participants and their accompanying persons are cordially invited. Buses will pick you up exactly at 18:15 (please be punctual) just in front of this Center and take you to the destination.
The Technical Tour, or Bus Tour to TADANO, Ltd. will take place on Friday afternoon, March 26. In order to finalize the participants in this bus tour and send their names to the company as soon as possible, if you intend to join this bus tour, please fill in the application form and submit it to the session registration desk just in front of the elevator on this floor during the following coffee break time. Guidelines For Speakers and Moderators are given in the second chapter of the booklet. The time allocation for a Keynote Lecturer is 45 minutes, while it is 15 minutes for other presentation. Each session has 15 minutes of discussion period for all the presentations in the session. Time allocation is, in principle, under session chairman's control. However, we will recommend that for each regular presentation of 15 minutes, the first bell will ring 10 minutes after the begginnibg, the second bell 13 minutes, and the third bell 15 minutes. Therefore, the author is recommended to finish up his presentation within the ring of the second bell, and the rest is given to a short discussion. When the third bell rings, the presentation should be quitted immediately. The secretariat will be glad to help you at any time. Please do not hesitate to contact us if you have any questions.
Authors must fill in the form of Author's Biographical Information and return it as soon as possible to the Secretariat in Room 47.
At this point, I would like to let the participants staying at this Center know some important information on the Center. This Center has sleeping accommodations. However, these are open only to those people attending the meetings officially designed by this Center, and fortunately the 5th IFIP Conference is the one permited. You can make use of sleeping accomodations of this Center at a very low rate of charge, ¥3,000 a day including necessary breakfast and supper. Therefore, we are sorry to say that sufficient service might not be given as to accomodations in comparison to city hotels at a rather expensive rate. Daily necessaries are not equipped. Therefore, please bring those items such as a towel, a tooth-brush, and so forth with you for yourself or you may buy them through vending machines in the dining room on the 1st floor. In particular, you may purchase a set of a bath towel, a face towel and a tooth-blush, if you apply to the conference secretariat in Room 47.
Your Room assigned to you have a 3-digit number. There are two types of rooms. One is a single-bed room and the other a twin-bed room. A twin-bed room has two room-numbers, and two sets of furniture and supplies are equipped on either side of the room. Make sure to use the items provided under your own room-number assigned at the registration desk, even when you are using the room alone.
An IC card is used as a room key. The card is also used as a switch of the electric facilities. In this respect, when in a room, put the card into the switch slot next to the door on the side of your room-number. This card is used to account for your telephone charges when checking out. Please make sure to return your card to the registration desk on the 1st floor. Then, you are to be told the your telephone charges you owe at the registration desk when checking out. In a twin-bed room, as mentioned earlier, there are two telephones on either side like other supplies. Please use only the phone on your side in a twin-bed room, even when you are using the room alone.
Perhaps the most important thing for you to obey is to keep the closing time of this Center. All the doorways including emergency exits are to be locked up automatically at 11:00 PM. Please keep this in your mind and come back by this time, when you are out. For the prevention of crime, burglar alarms will work if you unlock, after 11:00 PM, any of emegency exits or doors including the windows on the 1st floor. Therefore, make sure not to touch those locked doors and windows except in case of emergency.
Every necessary information is written in the booklet. Please read it carefully, and follow the rules.

さて,安全性や信頼性に対する社会的な要請がどのように増大してきたかについては, 「構造物の安全性および信頼性に関する国際会議(略称 ICOSSAR; "International Conference on Structural Safety and Reliability" の略) における発表論文数を見れば明らかであります。 この会議は,1969年にこの分野では著名な米国の Prof. A. M. Freudentahl によって創設され,第1回の会議が1969年に George Washington University で開催されました。 その後しばらく開かれていなかったのですが, 1977年ミュンヘンで開催された第2回会議以降, 4年に1回,定期的に開催することが合意されました。 私はその4年後,1981年6月にノルウェー工科大学(NTH)で開催された 第3回会議から出席する機会を得ましたが, このときは論文数わずかに60数編,参加者200人弱でした。 この第3回会議で「次回は日本」ということが決定され, 今は亡き小西一郎京都大学名誉教授を組織委員長に, 私も実行委員長を仰せつかって種々準備を重ね, 昭和60年5月(1985年)に神戸国際会議場で開催させていただいた 第4回会議では, 論文数が確か213編,参加者450人と急激に増えました。 平成元年8月サンフランシスコ開催の第5回会議(ICOSSAR'89)では, 論文数300編近くに増え, また本年8月にインスブルックで開催された第6回会議(ICOSSAR'93)では, 興味深い特別講演と400編近くの研究発表が行われております。
さらに,「確率論的計算力学に関する第1回国際会議 」が,平成3年9月にギリシア共和国コーフ島において開催され, また,本年3月には当地香川県高松市において 「第5回IFIP構造システム信頼性国際会議 」も開催され, 世界各国から多くの人々が相集ったのは 未だ記憶に新しいことと思います。
一方,国内的には日本学術会議安全工学研究連絡委員会主催の下に, 昭和62年12月には,「第1回構造物の安全性および信頼性に関する 国内シンポジウム」が創設・開催され, 平成3年11月にはその第2回目が盛会裡に終幕しております。
安全性および信頼性に対するこのような社会的要請の高まりに 照らして,日本材料学会信頼性工学部門委員会 では,昭和52年以来,「設計における信頼性工学シンポジウム」と題して 計10回のシンポジウムを開催して参りましたが, 昨年暮れに東京大学山上会館で開催の第11回シンポジウムにおいて 特別講演を賜った日本学術会議会長 近藤次郎 先生から, お茶やお花を茶道や華道と言うように同じように, 安全性や信頼性も安全道への昇華が求められる時期に来ている, とのご示唆をいただきました。 平たく言いますと形から入って修行を積めば, いつの間にかその神髄を理解してしまう,ということです。 そこで,これを契機に,新たに「材料・構造信頼性シンポジウム」と改称し, 種々の分野で安全性および信頼性に係わる人々が 従来の狭い専門の枠を乗り越えて一堂に会し, 研究発表や討論を通じて,相互研鑽を行い今後の研究動向を 展望できる機会の提供を図るべく一層の努力を重ねて参りました。
このような折,今回の第12回シンポジウムが,機縁を得て, 当地で開催されることとなり,開催地所在の香川大学を初め 関係諸団体の多大のご協力を得て,鋭意開催準備を進めて参ったところであります。
このシンポジウムはますます高度に複雑化する機械,構造物, システムなどの安全性および信頼性の確保・評価と 様々な制約条件の下でのその最適化に関する学術的,技術的諸問題を 研究発表,討論することを目的に, 国内各地でほぼ毎年 開催されているレベルの高い専門家会議で, そこで得られた成果は単に直接的に材料工学,機械工学, 船舶工学,航空工学などの分野で利用されるに留まらず, 安全性・信頼性技術がどの分野にも不可欠な 重要な共通基盤技術であることと相まって, あらゆる産業分野に極めて重要なインパクトを与えております。
また,このシンポジウムは著名な多くの学者・研究者・技術者らが 一堂に会する願ってもない機会を提供するものでもあります。 そこで,主題別の研究討論会はもちろんのこととして, この絶好の機会を捉えて,斯界の権威者から安全性および信頼性技術と その重要性に関して具体的かつ実際的で非常に分かり易いお話を していただく特別講演会を企画するとともに, 種々の分野において第一線で活躍中の方々をパネリストにお招きし, それぞれの専門分野から見た「よいもの,思わず使いたくなるもの, 使って楽しいもの」について忌憚のないご意見をいただき, フロアの皆様との活発な討論を通して, これからの産業に求められる「よいもの」作りについて 共に考察するパネル討論会を開催することとしました。 さらに第1日目夕刻には,講師,パネリスト,来賓の方々を囲んで 自由闊達にご歓談いただく 交流懇談会の開催をも計画させていただきました。
講師,パネリストの先生方,並びに司会,座長を お務めいただく方々に対し, この機会をお借りして厚く御礼申し上げます。
このようなシンポジウムをこの地で開催することにより, どちらかと言えばローカルな場所に居ながらも, その一挙手・一投足が斯界に多大の影響を及ぼされる立派な先生方から, 最新の研究成果やグローバルな視点から 示唆に富んだ有益なお話を身近に拝聴することができ, また密度の濃い技術交流,学術交流を通じて, 既存技術の高度化,研究開発機能の強化, 地域企業・研究教育機関における人材の育成・研修などに 必ずや大きく役立つものと強く確信いたしております。
さて,このように有用かつ有意義なシンポジウムを当地で 開催できますのも, 多くの方々のご協力・ご支援があればこその話であります。 香川大学の岡市友利学長には,理工系学部創設の足掛かりとして 私どもの活動には常々暖かいご理解・ご支援を賜っております。 (財)四国産業・技術振興センター, (財)香川県産業技術振興財団および四国材料科学研究会には ご多忙の中を共催の労をおとりいただきました。 また,香川県,高松市,四国経済連合会,香川県商工会議所連合会 並びに香川経済同友会からは後援と暖かい励ましをいただきました。
顧みますと,昨年9月には第13回IEEE半導体レーザ国際会議 ,今年3月には前述の第5回IFIP構造システム信頼性国際会議, さらには今回のシンポジウム,とこの地において いろいろの会議や関連の付随行事を 開催させていただきましたが, いずれの場合にも,県市を初めとして, 四国電力株式会社とその関連グループ企業,および 株式会社タダノを初めとする多くの地元企業から 暖かいご支援をいただきました。 さらに,香川経済同友会の多田野康雄前代表幹事 および丸山 修・赤澤庄三両代表幹事には, 私共のこれまでの種々の活動について, 折に触れての適切なご助言と多大のお力添えをいただいております。 いずれもこの機会をお借りして,厚く御礼を申し上げます。

さて,すでにご承知の皆様も多いかと思われますが,アメリカ電気電子工学会,略称IEEE−これをアイトリプルイーと呼び,世界各国に会員総数32万人を誇る世界最大の学会でありますが,
この国際会議は,1967年米国のラスベガスで第1回目が開催されて以来25年を経過し,今回機縁を得まして,その第13回目に当たる「第13回IEEE半導体レーザ国際会議」が,香川県高松市を開催地に選んで,明日の9月21日〜25日の会期で開催されることになり,主催学会であります電子情報通信学会の会長から開催地に所在する香川大学の岡市学長に対して,この国際会議の開催に関する協力要請がなされたのを受けまして,香川大学内に「第13回IEEE半導体レーザ国際会議香川実行委員会」なる委員会を設立し,学会内におかれております本部実行委員会と緊密な連携の下に一致協力して,その成功に向けて積極的な支援活動を行うこととなりました。
すでに申し上げましたように,この国際会議は光情報システムの基幹要素である半導体レーザに関する学術的・技術的な諸問題を研究発表・討論することを目的に,2年ごとに世界各地で開催される極めて伝統のある専門家会議でありますから,世界的に著名な多数の学者・研究者・技術者が一堂に会する願ってもない好機を提供するものでもあります。
そこで,この絶好の機会を捕らえまして,日米欧の最先進の国々における光通信研究に関するノーベル賞級の世界第一線の指導者を講師にお招きし,それぞれのご専門分野における研究活動を通じてのみならず,在住する日米欧というそれぞれに異なった地域からわが国を眺めていただき,ともすれば基礎研究よりも応用研究ばかりに力を入れていると批判されがちなわが国が,目前に迫った21世紀へ向けてどのような科学技術政策をとるべきなのかについて分かりやすく論じていただくと共に,フロアの皆さんとも忌憚のない討論を行えるようなフォーラムを開催してはどうだろうかと考え,組織委員長の池上先生,実行委員長の神谷先生,並びに本日司会の労をおとりいただいている富士通研究所の今井部長と種々論議を重ねた結果,イギリスからカレッジ・ロンドン大学の John E. Midwinter 先生を,アメリカからローレンス・バークレー研究所の所長を務められている Charles V. Shank 先生を,また日本を代表して東北大学総長をお務めの西沢潤一先生をお招きすることとなりました。後ほど詳しいご紹介があろうかと思いますが,いずれの先生も超ご高名であられると共に,極めて重要な職務に超ご多忙な方々ばかりですが,本日のフォーラムのために貴重なお時間を割いて,快くお引き受けいただくことができました。先生方には本当に有り難うございました。この場をお借りして,高い席から恐縮ですが,厚く御礼を申し上げます。
私共に取りましては,このようなローカルな場所にいながら,その一挙手・一投足が全世界に多大の影響を及ぼされるかくも立派な先生方から極めて示唆に富んだ有益な科学技術講話を拝聞できるまたとない機会であり,お話に啓発され,必ずや既存技術の高度化,研究開発機能の強化,地域企業・研究教育機関における後継者・研究者・技術者の育成・研修,さらには先端産業の育成等の観点からも得るところの極めて多いフォーラムとなり得るものと強く確信いたしております。

一昨日の読売新聞に1962年度のノーベル化学賞を受賞されたハーバード大学のダドリー・ハーシュバック教授のお話が載っておりました。教授は,純粋な化学反応を分析するアイディアを追い求め,真空容器中で2種類の気体のビームを衝突させると,化学反応が明確に捕らえられるという着想を得ますが,その当時はビームの強度などに難点がありうまくいかなかったところを,諦めずに実験を続けて,適用範囲を少しずつ広げ,遂には画期的な化学反応の研究方法と見なされる業績を挙げられたということです。 教授は言っておられます。「科学の真理は我慢強く研究者を待っていてくれる。ビジネス等と違って,いったん時機を逸したら意味がない,ということにはならない。失敗しても,諦めずに何度でもトライすれば,いつかはきっとうまく行くものである」と…。 素晴らしい先生方のお話を心行くまで味わって,目前に迫った21世紀に向けて,本日お集まりの皆様方がきっと得ることの多からんことを願って,私の挨拶に変えさせていただきます。ご清聴どうも有り難うございました。

◇半導体結晶の成長から,化合物材料の組成のずれによって特性の変化
がいかに現れるかを追求して,逆にほとんど完全な結晶の育成法を見
出した。この結晶を用いた半導体のデバイスを発明・実現したが,そ
の主なものは,Pinダイオード,SIT(静電誘導トランジスタ),
SIThy(同サイリスタ)などである。物理現象としてのなだれ現象を発
見し,また製造技術としてのイオン注入法を発明した。半導体レーザ,
光ファイバー,光検出器の発明と研究で今日の光通信の基礎のほとん
どすべてを創案した。
