    Africa: The Energy-Poverty Nexus
    Cross-sectoral integration fundamental to service delivery

    African ministers are looking at ways to integrate energy services in hopes of improving the odds of meeting the Millennium Development Goals. Ministers from a wide range of sectors – education, health, water, agriculture – from 20 African countries joined representatives of NGOs, the private sector and donor organizations at a recent series of World Bank-sponsored workshops looking at links between energy service delivery and poverty reduction.

    China in an energy quandary

    China now ranks second globally to the United States in installed electricity capacity (338 gigawatts in 2000) but its use of electricity is just 38 percent of the world's average. If by 2050 its population peaks at 1.6 billion and per capita energy use reaches the world average, it will be adding the generating capacity of Canada every four years. China currently burns more than a billion tonnes of coal a year to produce 75 percent of its energy. Even the most optimistic assumptions foresee coal consumption growing by about 5 percent a year.

    Greenhouse gas emissions down 2.5%

    The amount of "greenhouse gases" linked to global warming that were emitted in Japan in fiscal 2001 fell by 2.5% from the previous year, but the government believes this was only a temporary phenomenon as a warm winter and a cool summer reduced the use of air conditioners.

    World Bank Sanctions Two Firms

    The World Bank has sanctioned two firms involved in a Bank-financed project in Bulgaria. Both firms, Schlumberger S.A. (formerly known as Schlumberger Industries S.A.) based in Montrouge, France, and its former subsidiary, Ganz Meter Company Ltd., based in Godollo, Hungary, were issued public letters of reprimand. A reference to the letters of reprimand will be posted on the World Bank’s external website for a period of two years. The World Bank’s decision is final, and there is no appeal.
