Total Volume of Automobile Nitrogen Oxides Reduction Plan

In Osaka Prefecture, nitrogen dioxide levels along roads still exceed the environmental standard, due to the increased traffic volume and number of diesel vehicles. As a result, thirty-eight cities and towns in Osaka Prefecture have been designated as specified areas under the automobile NOx Reduction Law. In response, the Prefecture has adopted the Total Volume of Automobile Nitrogen Oxides Reduction Plan.
This Plan was finalized by the Governor after listening to the opinions of the Total Volume Reduction Plan Preparation Committee, consisting of 48 members who are involved in road administration and related services at national and municipal organizations. In November 1993, the Plan was issued after approval was given by the Prime Minister.
The Plan targets the reduction of annual nitrogen dioxide emission from motor vehicles by 9,960 tons (31.7%) from the level in 1990 (31,380 tons), so as to nearly satisfy the nitrogen dioxide environmental standard by the end of fiscal 2000 (end of March, 2001). Osaka Prefecture intends to realize this target, by regulations on the emission of each motor vehicle and restrictions for specified vehicle; promotion of low-emission vehicles; and rationalization of the use of vehicles through various measures on passenger and cargo traffic. These means will be implemented under the close liaison with related organizations.
At intersections where nitrogen dioxide concentration is particularly high, local anti-pollution measures will be implemented. Currently, experiments are conducted concerning air purification using soil or photo-catalysts.
