比土砂崩れ:94人の死亡確認、不明93人に
【マニラ井田純】フィリピン政府の災害対策本部によると、同国中部から南部で起きた土砂崩れで、22日午後2時までに94人の死亡を確認、行方不明者は93人となった。
 死者73人を出しているレイテ島の南レイテ州には、国軍が輸送機、艦船を出動させ、救出救援活動を行っている。先週中ごろからの荒天による土砂崩れ、竜巻などの被害は、南部ミンダナオ島を含む広い地域にわたっており、10万人近い住民が避難生活を余儀なくされている。

 フィリピン国家災害本部の21日午前の発表によると、レイテ島南部のサンフランシスコとリロアンで発生した土砂崩れの死者は83人、行方不明は120人に増え、死者の合計が200人に達する恐れが出てきた。負傷者も20人に増えた。
 アロヨ大統領は一帯を災害特別対策地域に指定し、軍などを出動させて救出活動を急いでいる。
 レイテ島南部では低気圧が停滞しているため豪雨が1週間続いて地盤が緩み、各地で停電や断水が起きている。(マニラ共同)

 【マニラ21日共同】フィリピン国家災害対策本部によると、豪雨のため、レイテ島南部やミンダナオ島北部で発生した土砂崩れや洪水による被害はさらに拡大し、21日夕現在、死者は83人、行方不明は120人に増え、死者が200人に達する恐れが出てきた。
 米国も救援を申し出、アロヨ大統領は悪天候でフィリピン軍のヘリコプターが飛行できないため、在沖縄米軍の全天候型ヘリの派遣を要請した。
 また、約7000人が避難しており、土砂崩れの発生したレイテ島南部のサンフランシスコ、リロアンや洪水の起きたミンダナオ島北部のスリガオなどを災害特別対策地域に指定した。

100人以上死亡の恐れ フィリピン・レイテ島で土砂崩れ
 【マニラ20日共同】フィリピン国家災害本部などによると、豪雨の続いている同国中部のレイテ島南部にあるサンフランシスコとリロアンの計2カ所で19日深夜、土砂崩れが発生、20日夕方までに35人が遺体で発見され、83人が土砂の下敷きになって行方不明になっている。4人が負傷した。
 南レイテ州のレリアス知事は地元ラジオのインタビューに「死者数は100人を超えるとみられ、近年最悪の災害だ」と述べた。軍や警察が救助活動に当たっているが、豪雨のため作業が難航している。
 災害本部によると、土砂崩れは雨で地盤の緩んだ山の斜面にある住宅地で発生。土砂で家屋約80戸が押し流されて崩壊、付近の住民300人が避難した。
 上空に低気圧が停滞するレイテ島南部では、1週間にわたる豪雨により各地で停電も続いている。

Weeklong Heavy Rains Triggered Landslides and Flashfloods
Southern Leyte, Northeastern and Southern Mindanao Devastated

The one-week continuous heavy rains that started Sunday, December 14 in the southern part of the country triggered flashfloods and landslides in Southern Leyte and many areas in Mindanao.

Massive landslides buried hundred homes and killed hundreds of people in eight barangays in the four towns of Liloan, San Francisco, Maasin and San Ricardo Friday night, December 19, 2003 and continued until Saturday. Meanwhile, more than 173 barangays and ten of thousands of families in Regions X, XI and CARAGA were affected by flashfloods and landslides due to the continuous downpour. Agusan del Norte, Agusan del Sur, Campostela Valley, and Surigao del Sur in the CARAGA region and Davao del Norte province in Region XI were the most badly damaged. Some 3,158 families out of the more than 21,044 families (92,646 individuals) affected by flashfloods are now staying in 58 evacuation centers.

Massive Landslides in Southern Leyte

The weeklong continuous rains reached the critical level of water volume and caused the Subang Dakul River to overflow and spill murky water to the low-lying and mountainous towns of Liloan, San Francisco, Maasin and San Ricardo. On the dreadful day of December 19, landslides and flashfloods were all over the province of Southern Leyte.

According to the survivors, the avalanche of water and mud happened too fast. An explosion from a cracked ground was heard and then water heavily mixed with mud came rampaging down tearing, sweeping and burying our homes and loved ones. “It was like a mountain thundering down and the ground moving fast to the sea”. This was how the survivors of the killer landslides described their harrowing experience.

As of December 23, the National Disaster Coordinating Council reported that more than 5,000 families (24,000 persons) were affected by the catastrophe and most of these are staying in 30 evacuation centers. The casualty figure has risen to 170 dead persons and hundreds more remain missing. More than 600 houses were buried in mud or swept away to the sea.

The tragedy first struck the Liloan town in the evening of December 19, 2003 while most families were eating dinner and preparing for bed. Liloan is the most badly hit by landslides. More than 1,033 families (5,165 individuals) were affected and more than 80 houses were buried in mud in the barangays of Poblacion and Malangsa. Twenty-two (22) persons were reported dead while 10 are still missing.

At about the same time, two loud explosions from a cracked ground signaled the landslides that cascade down barangays Punta and Cuasi in San Francisco town. Around 800 families in the two barangays were affected and about 300 houses were damaged. Seventy-one (71) people were reported dead while 65 more are missing.

In San Ricardo, hardest hit was barangay Pinut-an where about two-thirds of its land area was covered by mud that had come from different directions.

A loud explosion also signaled the series of landslides and tidal wave that struck the coastal village of Pinut-an at 5pm, December 20. Affected population numbered to more than 557 families or 3,500 individuals. Seventy-seven people were reported dead and many more are still missing.

As of the moment, relief and rescue operations were hampered as landslides in many areas blocked the roads leading to San Francisco and Liloan towns. Power lines were downed in the last two days and were restored only on Monday, December 22.

Flashfloods and Landslides in Northern Mindanao,CARAGA and Southern Mindanao

One week continuous rains caused by the intertropical convergence zone (ITZ) that affected the whole of Mindanao induced flashfloods and landslides in the north-eastern and southern part of Mindanao.

The Department of Social Welfare and Development (DSWD) reported that there are now more than 12,000 families affected by flashfloods and landslides. Badly affected were the provinces of Surigao del Norte and Agusan in CARAGA region, Davao del Norte and Compostela Valley in Region XI and Misamis Oriental in Region X.

Residents of Surigao and Agusan were struck with the intensity of damage caused by the heavy rains. They have been used to constant flooding but this year’s floods, according to them was the biggest. A landslide struck the mountainside barangay Rizal in Surigao City killing at least fourteen (14) persons including two infants.

The Bread for Relief Assistance and Development (BREAD) reported that 24, 003 families (101,980 individuals) in 215 barangays in the CARAGA region were badly affected by the disaster. Some 6,448 families have already evacuated their homes due to rising floodwaters in the areas and are now staying in 58 evacuation centers. Some 70 houses were totally destroyed and 247 more were partially damaged. Seventeen persons were reported dead (14 died in Surigao City) while three more are reported to be still missing.

HALAD-Davao reported that more than 4,185 families were affected by flooding in the 18 barangays in the four municipalities of Davao del Norte. This number is expected to increase as heavy rains are expected to fall in Mindanao in the next few days.

Assistance given

According to the National Disaster Coordinating Council, more than 97,000 people were displaced by the flashfloods and landslides brought about by the non-stop monsoon rains. More than 13,645 people are camped out in government schools and municipal buildings and depend on government rations for their subsistence.

Data provided by the DSWD revealed that a total of P1,581,712.86 have been given to the affected families (approximately since the monsoon rains started in December 15, each individual staying in the evacuation centers has received P115 cost of assistance).

Relief assistance is pouring in for the disaster survivors in Southern Leyte. The DSWD has allotted some 500 packs of used clothing and 500 family packs were given for distribution to the survivors of the tragedy.

Reports coming from BREAD and Halad-Davao, CDRC’s partner regional centers revealed that food relief assistance is wanting especially in Mindanao. Non-food items like mats, pots, plastic sheets are also needed.

The Leyte Center for Development (LCDE), our regional partner in Leyte reported that after the relief and rescue phase is through, the restoration of the more than 600 survivors’ houses and livelihood have to be attended to.
