２００２年10月９日アメリカの階級。
セントラルオクラホマ大学でイラク攻撃について賛否を議論する集会が開かれた。４人の学生が賛成派と反対派に別れて演説し、議論を戦わせたのだが、イラク攻撃賛成派は「今、フセインを倒さないとアメリカが危ない、時間が無い。」と言うのが主な主張だった。しかし、何がどう危ないのかいまいち論理性に欠ける主張だった。
それに対して、反対派は「イラク攻撃でどれだけの民間人犠牲者がでるのか？フセインを倒したとして、その後イラクに親米政権を樹立できるのか？同盟国の同意は得ているのか？十分な計画が練られていない。」と主張していた。
４人の演説が終わった後も会場を交えて議論が続いたのだが、やはりイラク攻撃の正当性を疑う質問が多かった。集会の終わり際に会場の参加者に、「この日の議論を聞いてあなたはイラク攻撃に賛成しますか？それとも反対しますか？」と言う質問が提示された。賛成者は会場の右側に移動し、反対者は会場の左側に移動した。結果は反対派が多数を占めて勝利した。
どこかの地方議会でもイラク攻撃に反対する議案を採択し、政府に提出したと言う話を聞いた。前回、オースティンで開かれたアフガニスタン空爆に反対する集会に出席したときも、今回の集会に出席した後も俺はある違和感を覚えた。
これらの集会に出てわかったことは、アメリカの市民は普通に良識を持っていると言う事だ。しかし、政治レベルで最近のアメリカを見たとき、「ゴッド ブレス アメリカ。」の掛け声のもと、国粋主義もしくは帝国主義的な政策が多く、良識があるとはとても思えない。俺は最初、アメリカ人みんなが国粋主義におちいっていると思っていたため、これらの集会に出席したとき良識あるアメリカ人を見て違和感を覚えたのだろう。
民間人と為政者の意見に、なぜこのような溝が存在するのかと考えたとき、アメリカにおける階級について考えると説明がつく。ブッシュも含めて、ブッシュ政権に属する人々はみんな億万長者で、億万長者政権と呼ばれている。彼らは自分に富をもたらすために政治をしているのであって、テレビ演説で言っている「アメリカの大義」と言うのは上っ面でしかない。イラクを屈服させれば莫大な石油利権が得られるし、イラクを攻撃するだけで、アメリカの武器商人は大もうけし、その一部が支援金として為政者に渡ることになる。
逆に貧乏人はアメリカがイラクを攻撃する事によって何か得をするだろうか？イラク空爆によって、アメリカ経済に対する不安はよりいっそう高まり、そのあおりを最も受けるのは貧困層の市民だ。また、一体誰が、イラク攻撃の最前線で戦うかと考えたとき、ブッシュ自身や彼の親類縁者は決して最前線で戦う事はない。軍隊で働くアメリカ人は貧困層が圧倒的に多い。統計によると、戦争の最前線で戦う兵士の三分の一以上が黒人やヒスパニック系と言ったマイノリティーだそうだ。彼らの多くは生活のため、仕方なく軍隊に入った人たちだ。
最近のアメリカは金持ちがますます金持ちになり、貧乏人はますます貧乏になる傾向がつよい。政治に民意が反映されず、一部の金持ち階級の利益のための政治が行われている。リンカーンは民主主義の政治理念を語って、「人民の、人民による、人民のための政治。」と言ったが、ブッシュ政権がやっている事は、「金持ちの、金持ちによる、金持ちのための政治。」と言ったほうがしっくりくる。
アメリカにおける階級がますますはっきりと見えてこれば、アメリカは自由と平等とチャンスにあふれる国とはとうてい言えなくなっていくだろう。アメリカンドリームを夢見たやってきたメキシコ人が、戦争に駆り出され貧乏なまま死んでいく。金持ちが貧乏人を食い物にしている構図はアメリカのいたる所で見られる。今こそ、良識あるアメリカ人はこの事実に気づかなければいけない。
Classes in the U.S.
The meeting was held to discuss the attack against Iraq at UCO (The University of Central Oklahoma). Four people formed groups of two, for or against the strike, and they had discussion. The group pro attack insisted: “The U.S. would be in danger unless it overthrows a Hussein administration. We have no time.” Their claim, however, lacked logic; we did not understand what is in danger and how.
On the other hand, the group against the attack insisted: “How many citizens are falling victim to the attack? Can we establish a pro-American administration in Iraq even if we overthrow the Hussein Administration? Have we already gotten the agreement of alliance? A substantial plan has not been elaborated yet.”
After their speech, they continued the discussion with the audience. In that discussion, many people doubted the justice in the attack. Before ending the meeting, all assemblies were asked if they were for or against going in to Iraq. As a result of the discussion, a majority of them selected “against.”
I have heard that a certain city assembly also adopted the bill against the attack and they submitted it to their government. I felt somewhat out of place when I heard it, also when I joined the meeting in Austin against the aerial bombing of Afghanistan, and after this meeting, too.
What I did understand after those meetings is that American citizens normally have common sense. However, observing the national government, I can hardly believe they have common sense because many policies are nationalistic or imperialistic with a rallying cry, “God Bless America.” In the beginning I thought all Americans fell into nationalism; therefore, I felt somewhat out of place when I saw people who had common sense in those meetings.
When we think of why there exists a big gap of ideas between citizens and governors, it’s easy to understand. George. W Bush and his administration are billionaires and it is also called “billionaire administration.” They govern to be wealthier and the “American Justice” Bush speaks of on TV is just propaganda. If Iraq gives in to the U.S., the western country might get concession of its petroleum. Or by just attacking Iraq, weapons would be bought and the traders would be rich. After that, some part of this money might be passed to the governors.
On the other hand, what would the poor get from the attack against Iraq? Because of the aerial bombing of Iraq, the instability of the American economy will be augmented and the poor will be influenced by it. Moreover, when we think who would be the soldiers in the forefront of the attack, it’s absolutely clear that they might be neither Bush nor his relatives, but the poor. It is estimated more than one third of soldiers are Blacks and Hispanics. They had no alternative but to be soldiers to survive.
In recent U.S. history, the rich tends to be richer and the poor tends to be poorer. The government isn’t a reflection of public opinion, and they govern for one part of the upper class to be wealthier. Lincoln spoke about the idea of democratic government saying “government of the people, by the people, for the people” whereas Bush administration is “government of the rich, by the rich, for the rich.”
If the classes in the U.S. become more separated, we cannot say that America is the country of dreams, equality, and justice. Many Mexicans who had an American dream came to the U.S. They are brought up to fight in the war and are dying, as they are poor. We can see the composition that the rich preyed on the poor everywhere in the U.S. Now, sensible Americans have to notice this truth.
