概要

INTRODUCTION

ようこそ山中温泉へ

First of all we will offer a hearty welcome to you for visitting Yamanaka. You may come for the purpose of sight-seeing as a traveller, studying culture or language as an overseas student, improving a relationship as an embassy, getting a job as a worker, or accomplishing a conspiracy thorough the underground way illeagally immigrated.
However that, essentially it is really dose not matter.Anyway you need more knowledges and informations.Though a foreign visitor will easily get some kinds of guide books described about Yamanaka, pitifully it should be less aid for you. Because official ones are always only superficial and sometimes boresome. So some volunteers have edited this special issue hoping to understand this town and enjoy staying.

まずは心から歓迎いたします。
ところで、山中へお越しの目的は何ですか？
観光目的の旅行でしょうか。
わが国の文化を勉強するための留学でしょうか。
友好使節の一員でしょうか。
仕事目的かもしれませんね。

ひょっとして、あやしいことをたくらむ不法入国者だったりして・・
それはともかく、この町では外国人のための情報が不足しています。公式のガイドはたやすく入手できますが、退屈で非実用的な場合もあります。
そこで、何人かのボランティアグループがこのリーフレットを作りました。

この町のことを少しでも理解し、ひとときでも楽しく過ごして頂ければ幸いです。

NATURE

自然

Located at longitude and latitude roughly each 136deg 22min E, 36deg 15min N, which latitude is just fit as San-Francisco, U.S.A. Surrounded by mountains only few percent area ara habitable, and the landscape is generaly well for all seasons. Yet most of inhabitant don't think so. Especially the giant snowfall suffers them every winter. They waste much money and energy to dispose of its useless snow. Lately maybe caused by global warmth of the earth led by greenhouse effect of carbon dioxide, snowfall is getting less year by year, so the owner of golf course laughs and of skiing one weeps.

　この町はだいたい東経136度22分、北緯36度15分に位置し、緯度はアメリカのサンフランシスコとちょうど同じ。
　四方は山にいだかれ、可住地域はそう多くありませんが、四季を通じて景色はおおむね良好です。ただ地元の人々はそうも感じていません。
　何より毎年の大雪には閉口させられます。除雪という無益な作業のために、莫大な経費と労力を強いられるからです。
　しかしながら、ここ近年降雪量は減少する一方です。炭酸ガスによる温室効果のせいで、地球温暖化が進んだためかもしれません。
　頭を抱えるスキー場の経営者を尻目に、ゴルフ場のオーナーは笑いがとまりません。

POPULATION

人口

When Yamanaka- machi newly estabilished 30 years ago, its population was over thirteen thousands. After the population had increased for several years, at the maximum reached at nearly fifiteen thousands, it has decreaced down to 10,667 now according to the latest statics.
Nine years ago, based on computer simulation, Local Institute of Population Problem announced the warning that
"It is the serious state. If its decrement continues, Yamanaka will fall into the economical crisis or breakdown within a decade."
According to LIPP report, the forecast has been fitted these nine years.

And LIPP predicted the population would be down to below ten thousands at the beginning of 21st century and also vanish into 0 (!) in the year 2042.

　町村合併によって新しい山中町が誕生した30年前、人口は優に13000を超えていました。その後、人口は増加の一途をたどります。

　一時、15000近くに達しましたが、今度は一転して減少しはじめ、最新の統計によれば、10667まで落ち込みました。

　9年前(1989)地方人口問題研究所（LIPP）はコンピュータを駆使したシミュレーション結果を発表し
　「この状況はきわめて深刻。この減少傾向が続けば、10年内に経済危機、あるいは破綻が生じる」
と警告しました。

　この9年間の人口推移はLIPP報告書による予想曲線とほぼ一致しています。
さらにLIPPは21世紀初頭には10000を割り込み、西暦2042年に０になると、予測をしています。

INDUSTRY

産業

Historically Yamanaka has long depended on a couple of fundamental industries, one is woodcraft or lacqerware products, and the other is hot spring resort.

Since Japan's economical boom has gone, both financial conditions have getting worse, and the prosperity has turned into adversity for decade. For instance the travelers came down to 70% and URUSHI products fell down also 80% at its peak. Both industries have not always been friendly for each other rivaling at the initiative to extend an inflence upon Yamanaka's policy for getting better profits. And some point out that it brougt to a general ruin for this town. Though now the leaders are aware of the nessecity of the economical reconstruction, it may be required the patient and painful efforts. Anyway now no one can deny that the day is gone, singing "Yesterday came suddenly..."

「漆器と観光」この2大基幹産業によって山中町が支えられてきたという、歴史的いきさつがあります。

ところが、バブル崩壊後、国内経済は悪化の一途をたどり始めます。それにともない、繁栄を謳歌し続けた双方の業界も一転して逆境の時代を迎えました。観光客数、漆器製品の出荷数はそれぞれピーク時の70％、80％に落ち込んでいます（註・1998年現在） 町民の一部からは「業界双方が必ずしも良好な関係を構築してきたとはいえない。極端な落ち込みはそれも一因」と、指摘するむきもあります。 業界のリーダーは経済再建の必要性を認識しながらも、辛抱強く、痛みを伴う努力が求めれるでしょう。

いずれにせよ、一時期の栄華は過去のものとなり、やけくそでこんな歌を口ずさむ人がいます。

CULTURE

文化

みなさんは日本でも屈指の民謡、山中節をお聴きになりましたか？　作詞作曲者は不詳ながら、ゆったりとしたテンポのメロディーはなかなかエキゾチックに響くでしょう。
ところが、
「最近の若いもんは、やれヘビメタだのポップスだのロックだの、といって山中節には見向きもせん」
そう年配の方は嘆きます。
そこで、山中節の伝承はおもに芸妓さんが担っていますが、数も減る一方。しかも、平均年齢は60を超えています。
民謡に関心がある方は、ちょっと耳を傾けてくださいな。少なくともレイブのコピーよりも聞く価値はありそうですから。

PERSONALITY

人となり

During your stay in Yamanaka, I am sure, at first you feel that most of the people are so shy. Yes that's right. As they have had less chances to contact wiht English native people, they do not get accustomed to recieve the visitor. Moreover they feel a little ashamed for not to have the ability of speaking English language. At any rate those who can speak English are some exceptions in Yamanaka.
I propse that to speak on a person who stands on the roadside in English. He may appear slightly frigtened, and begin to run away. But know that he never have hostility to you. They are kind and moderate (however a little nosy) and want to be hospitable to foreign visitors but only do not know the way how to express that.
Talking with them over drinking at Sushi restaurant or chinese one, you feel some intimacy with them and will end the tour more successfully.

山中に滞在中、みんな内気だなあ、と思ったことはありませんか？　さよう。私たちの多くは外国の人とめったに接する機会がありません。ですから、どう対応していいのか分からないのです。おまけに英語が話せないことをなんとなく引け目にも感じています。いずれにせと、この町で英語が話せるのは少数派です。
ためしに、街角で突っ立ている人に母国語で話しかけて御覧なさい。びっくりして、そのまま逃げ出してしまうかもしれません。でも、別段あなたのことを快く思っていない訳ではありません。本来はやさしく親切で、（多少詮索好きのきらいありますが・・）おもてなしの気持ちはあるのです。でも、その気持ちをどうして伝えればよいか、それが分からないだけなのです。

一度おすし屋や中華レストランで地元の人たちとじっくり話してみましょう。親近感が沸いて、旅がとっても楽しくなること請け合いです。

POLITICS & COUNCIL

行政と議会

Japan's constitution regulates and insures the freedom of speech, expression, and publishing. Yet anyone recall that an old saying goes that "Mono Ieba Kuchibiru Samushi Akino Kaze" means silent is gold.

Perhaps we had better not mention to this issue. Once a public corporation which was captilized by town bureau revealed its illegal account and was sued by law (so called Water Closet scandal or Yellow Water case). Soon after only the chief was arrested in charge of embezzlement, many suspect that town bureau and some councilors had the concern with it, however, up to the present no evidence to demonstrate political corruptions have come out. *Anyway only law courts should have the right to declare if it is nothing but a rumour or if guilty.

While some members of town council also work hard for the benefit of the people, it is pitiful for tax-payers that some cannot tell a councilor from a town clerk.

わが国の憲法には言論表現の自由が明記されています。
しかし、同時に「ものいえば、唇寒し秋の風」ということわざもあります。英語圏でいえば「沈黙は金」ということになりましょうか。
このような問題には触れないほうが賢明かもしれません。

以前、ある公社のトップが公金を不正流用したとして問題になりました。
（いわゆるWC=Water Closet事件とかイエローウオーター疑惑）
この件では行政、議会までの関与がウワサされました。この人物は最終的に受託収賄容疑で逮捕されています。しかしながら、贈収賄を立証するだけの決定的な証拠は今のところ何ひとつなく、この件は最終的に*司法の判断にゆだねられることになりました。

16人の町会議員は、全員町民のために汗を流しています・・といいたいのですが、「われわれ行政当局者としては・・」と公言する者もおり、町民をあきれさせているのも事実です。

*その後金沢地裁は行政訴訟の手続き自体に問題があるとして、訴えそのものを却下しました。
