One marked oversight in the maritime strategy was the failure to institute a convoy system until the last year of the war, when it was, to some extent, insisted upon by the United States Navy. Part of the problem was that anti-submarine warfare was in its infancy and sonar did not appear until almost the end of the war, while hydrophones were affected by the machinery and propeller noise of the submarine hunting vessel. Nevertheless, the Germans were having considerable success with surface raiders and Allies merchant shipping loses were so immense that the United Kingdom was itself in danger of starvation. |
