At the table, Bismarck
gave a speech of considerable importance. After some remarks on his youth he addressed the Japanese side,
saying that all nations of the world treat each other with courtesy, but this was fictitious. In reality the
governments of strong countries apply pressure on weak countries. When he, Bismarck, was young, Prussia
was weak, and he always wished to change that. The law of nations has the purpose of keeping order
between the nations. But if a strong country has differences with another country, it will act according to the
law of nations as long as it suits its purposes, otherwise it will use its own power. Weak countries are
always at a disadvantage. This was true for Prussia, but Prussia was able to change it, helped by the
patriotism of its people. Now foreign countries hate Prussia for the recent wars, but they were fought only to
protect Prussia. It is Britain and France which are enlarging their colonial empires, so these countries cannot
be trusted, courteous as they may appear. Japan is, he argued, in the same situation as Prussia not long ago,
so Prussia and Japan should keep cordial contacts with each other.
